The Philippine Solar and Storage Energy Alliance (PSSEA) is the country’s foremost advocate for solar and energy storage solutions.
As a non-profit alliance of industry leaders, we work closely with government and private stakeholders to shape progressive energy policies and accelerate the shift to clean, reliable power.
PSSEA serves as a unifying platform for collaboration, advocacy, and innovation across the solar and storage value chain.
Rooftop solar is now more affordable and accessible for Filipino households than ever before.
In an interview on DZRH’s Special on Saturday, PSSEA Chairman Maria Theresa “Tetchi” Capellan highlighted how installation costs for solar rooftop systems have significantly declined over the past two decades — allowing households to potentially reduce monthly electricity bills by as much as ₱7,000.
PSSEA also emphasized the need to streamline permitting requirements across LGUs to accelerate rooftop solar adoption and make clean energy solutions easier to access for consumers nationwide.

PSSEA calls for a level playing field in the rooftop solar sector through stronger installer standards and a national registry.
“We are building an entirely new industry — one that operates under a new set of paradigms. It is critical for PSSEA to cultivate a workforce ecosystem that clearly defines competency standards, the foundational skills required of solar rooftop designers and installers, and certification procedures that are aligned with and recognized across the region.” — Tetchi Capellan, Chair, PSSEA

PSSEA is calling for the harmonization of rooftop solar permitting requirements across local government units to accelerate solar adoption nationwide.
In an interview on DZRH’s Special on Saturday, PSSEA Chairman Maria Theresa “Tetchi” Capellan emphasized that while rooftop solar systems can be installed in as fast as one week, inconsistent permitting processes continue to slow deployment.
“Sa panahon ng krisis, kailangan ilagay natin ang solar sa kamay ng mga consumers,” Capellan said, underscoring the role of rooftop solar in strengthening energy security and empowering Filipino households with more affordable and accessible clean energy solutions.

PSSEA is advocating for the strict implementation of the 0% VAT incentive under the Renewable Energy Act to support legitimate micro- and small-scale rooftop solar installers.
The Alliance emphasized that VAT relief can help level the playing field for compliant solar businesses that issue official receipts, follow government regulations, and invest in quality and safety standards — enabling them to compete fairly against informal and non-compliant operators.
By reducing financial barriers at the installer level, PSSEA envisions a more inclusive and competitive solar market that expands access to affordable clean energy for Filipino homeowners.

PSSEA at the Senate: Advancing Solutions Amid an Energy Emergency
On April 30, 2026, the Philippine Solar and Storage Energy Alliance (PSSEA) participated in a critical Senate hearing convened by Pia Cayetano to address the country’s declared energy emergency.
The discussion underscored a pressing reality: around 80% of the Philippines’ power mix still depends on volatile fossil fuels, contributing to significant increases in electricity prices. Several proposed measures (SB 457, 702, 1061, 1087, 1234, 1635, and 1807) were reviewed to accelerate renewable energy deployment and strengthen the existing RE framework.
Key takeaways from the hearing:
🟢 Urgency of Renewable Energy Scale-Up: High electricity costs are not just an economic issue, they directly impact poverty and food security. The call to accelerate RE adoption is stronger than ever.
🟢 Scaling Rooftop Solar: Discussions highlighted the need to revisit current policies, including the 100kW cap on net-metering, which limit wider adoption.
🟢 Government Leadership & Efficiency: Agencies emphasized leading by example through energy performance contracting and streamlining permitting and digital processes to reduce project delays and costs.
🟢 Private Sector Insights: Industry groups supported energy transition efforts but cautioned against measures that could deter investment, such as increasing government share, and advocated instead for faster approvals.
🟢 Implementation Challenges Remain: While success stories demonstrate the viability of renewable solutions, bottlenecks at the local level, such as permitting delays and limited technical capacity, continue to slow progress.
As an active participant, PSSEA continues to support evidence-based policies and collaborative solutions that will accelerate the country’s transition to clean, reliable, and affordable energy.
