Powering Forward: Accelerating Rooftop Solar in the Philippines
On April 27, the Philippine Solar and Storage Energy Alliance (PSSEA), in coordination with the Department of Energy Philippines led by Usec. Mylene Capongcol, convened to align on urgent next steps for advancing rooftop solar amid growing global energy pressures and the Philippines’ declared state of energy emergency. The existing rooftop solar working group is now fast-tracking its efforts to respond to current energy challenges and unlock immediate opportunities for scale.
As momentum builds, continued coordination across the sector remains essential to delivering practical, cost-effective renewable energy solutions for Filipinos.

DOF, Customs improve ease of doing business for solar panels and batteries sector
The Philippine Solar and Storage Energy Alliance (PSSEA) commend the issuance of Customs Administrative Order (CAO) No. 01-2026 by the Department of Finance and the Bureau of Customs, extending importer accreditation validity from one year to three years.
“By extending the accreditation validity to three years, the Bureau of Customs is effectively removing a recurring administrative bottleneck that has historically hampered the flow of clean energy technologies into the country, particularly solar and energy storage,” said Maria Theresa “Tetchi” Cruz Capellan, PSSEA Chairman.
PSSEA believes this development supports a more enabling environment for renewable energy investments and reinforces the importance of streamlined governance in achieving the country’s energy transition goals.
