The House Committee on Energy Technical Working Group (TWG) continued discussions on the proposed Sariling Kuryente Act on August 24 and 26, 2026, with discussions now focusing on creating a framework for Zero Export Renewable Energy Systems (ZERES).
PSSEA continues to actively monitor and participate in the legislative discussions, bringing industry perspectives to the table and supporting policies that can make self-generation and rooftop solar more accessible, practical, and consumer-friendly.
The Alliance will continue engaging with policymakers and stakeholders as the bill progresses, advocating for an enabling policy environment that supports energy security, affordability, and sustainability.

The Philippines is at a critical point in its energy transition. Solar and energy storage are growing, but coal remains a major part of the country`s power mix — highlighting the need to accelerate the shift toward cleaner, more affordable, and more resilient energy.
As of May 31, 2026:
☀️ 4.081 GW — total installed utility-scale solar capacity
🔋 7.96 MW — total installed BESS capacity
🏠 22,495 — qualified net-metering end-users
⚡ 219.4 MW — total net-metering capacity
🏭 40% — share of coal in the country`s baseload power generation
At the same time, the continued growth of net metering shows that consumers are increasingly taking an active role in meeting their energy needs. With the right policies, financing mechanisms, and enabling environment, rooftop solar and energy storage can play a much bigger role in strengthening energy security, affordability, and sustainability.

We’re looking for a junior lawyer or policy professional with strong research and writing skills, a keen interest in energy and environmental policy, and the ability to engage with government agencies, industry stakeholders, and Technical Working Groups.
What we’re looking for:
• 1–3 years of experience in legal research, policy advocacy, or environment and energy law
• Familiarity with the Philippine energy sector, renewable energy policies, and regulatory frameworks, particularly DOE and ERC processes
• Strong legal writing, statutory interpretation, and research skills
• Excellent oral and written communication skills in English and Tagalog
• Strong analytical and organizational skills, particularly in tracking legislation and managing committee work
• High ethical standards and a clear understanding of non-partisan representation and lobbying restrictions

This role will support PSSEA’s day-to-day financial transactions, regulatory compliance, billing, records management, budgeting, and administrative operations. The ideal candidate is highly organized, detail-oriented, and capable of ensuring accurate financial processes and smooth operational continuity while supporting the Alliance’s responsible resource management.
Key responsibilities include:
• Processing tax remittances, check vouchers, and BIR, SEC, and LGU filings
• Managing PSSEA membership billing, SOAs, invoices, and receipts
• Maintaining accurate membership, financial, and corporate records
• Tracking budgets, consolidating expenses, and supporting financial planning
• Managing and securely archiving corporate documents and permits
• Providing administrative and logistical support to the Secretariat team
