PSSEA met with Mariano Marcos State University Center for Affiliated Renewable Energy (MMSU-CARE) on May 13 to discuss a potential partnership supporting the establishment of a Solar Technology Testing Center (STTC) and the advancement of stronger standards for the Philippine solar industry.

The discussion highlighted the importance of bridging academic research and industry practice to improve safety, code compliance, and installation quality across the sector. Preliminary findings from MMSU-CARE’s study on small-scale solar PV installations revealed significant compliance gaps, underscoring the need for stronger technical standards, industry coordination, and workforce development.

Through this collaboration, PSSEA and MMSU-CARE aim to support evidence-based policy advocacy, strengthen consumer protection, and help professionalize the country’s rapidly growing solar sector to ensure safer, more reliable, and higher-quality rooftop solar installations nationwide.

PSSEA Chairman Maria Theresa “Tetchi” Capellan welcomed the issuance of Customs Administrative Order (CAO) 01-2026, which extends importer accreditation validity from one year to three years — a move seen to support faster and more efficient deployment of solar and energy storage technologies in the country.

PSSEA emphasized that reducing bureaucratic hurdles and streamlining importation processes are important “ease of doing business” measures that can help lower operational costs, improve project timelines, and accelerate the country’s clean energy transition.

The Alliance continues to advocate for policies that support a more enabling environment for renewable energy investments and strengthen the country’s local power supply.

PSSEA calls for a level playing field in the rooftop solar sector through stronger installer standards and a national registry.

“We are building an entirely new industry — one that operates under a new set of paradigms. It is critical for PSSEA to cultivate a workforce ecosystem that clearly defines competency standards, the foundational skills required of solar rooftop designers and installers, and certification procedures that are aligned with and recognized across the region.” — Tetchi Capellan, Chair, PSSEA
