The Philippine Solar and Storage Energy Alliance (PSSEA) is the country’s foremost advocate for solar and energy storage solutions.
As a non-profit alliance of industry leaders, we work closely with government and private stakeholders to shape progressive energy policies and accelerate the shift to clean, reliable power.
PSSEA serves as a unifying platform for collaboration, advocacy, and innovation across the solar and storage value chain.
PSSEA Board Discusses Key Policy and Governance Updates
The PSSEA Board of Trustees convened on 7 May 2026 to advance key policy, governance, and organizational priorities aimed at strengthening the country’s solar and energy storage sector.
Among the matters discussed were preparations for the 2026 General Assembly, membership applications, organizational governance, and updates related policy advocacy work on Battery Energy Storage Systems and the draft rooftop solar position paper.
These discussions reinforce PSSEA’s continuing role in shaping policies, strengthening industry coordination, and supporting a more competitive and enabling environment for renewable energy development in the Philippines.

PSSEA Chairman Maria Theresa “Tetchi” Capellan welcomed the issuance of Customs Administrative Order (CAO) 01-2026, which extends importer accreditation validity from one year to three years — a move seen to support faster and more efficient deployment of solar and energy storage technologies in the country.
PSSEA emphasized that reducing bureaucratic hurdles and streamlining importation processes are important “ease of doing business” measures that can help lower operational costs, improve project timelines, and accelerate the country’s clean energy transition.
The Alliance continues to advocate for policies that support a more enabling environment for renewable energy investments and strengthen the country’s local power supply.

PSSEA Chairman Maria Theresa “Tetchi” Capellan highlighted the importance of streamlining importation processes for clean energy technologies in a recent feature by The Manila Times.
“By extending the accreditation validity to three years, the Bureau of Customs is effectively removing a recurring administrative bottleneck that has historically hampered the flow of clean energy technologies into the country, particularly solar and energy storage,” Capellan said.
PSSEA emphasized that reducing bureaucratic hurdles is a key “ease of doing business” measure that can help accelerate renewable energy deployment and strengthen the country’s local power supply.

PSSEA calls for a level playing field in the rooftop solar sector through stronger installer standards and a national registry.
“We are building an entirely new industry — one that operates under a new set of paradigms. It is critical for PSSEA to cultivate a workforce ecosystem that clearly defines competency standards, the foundational skills required of solar rooftop designers and installers, and certification procedures that are aligned with and recognized across the region.” — Tetchi Capellan, Chair, PSSEA

PSSEA is calling for the harmonization of rooftop solar permitting requirements across local government units to accelerate solar adoption nationwide.
In an interview on DZRH’s Special on Saturday, PSSEA Chairman Maria Theresa “Tetchi” Capellan emphasized that while rooftop solar systems can be installed in as fast as one week, inconsistent permitting processes continue to slow deployment.
“Sa panahon ng krisis, kailangan ilagay natin ang solar sa kamay ng mga consumers,” Capellan said, underscoring the role of rooftop solar in strengthening energy security and empowering Filipino households with more affordable and accessible clean energy solutions.

PSSEA is advocating for the strict implementation of the 0% VAT incentive under the Renewable Energy Act to support legitimate micro- and small-scale rooftop solar installers.
The Alliance emphasized that VAT relief can help level the playing field for compliant solar businesses that issue official receipts, follow government regulations, and invest in quality and safety standards — enabling them to compete fairly against informal and non-compliant operators.
By reducing financial barriers at the installer level, PSSEA envisions a more inclusive and competitive solar market that expands access to affordable clean energy for Filipino homeowners.
