Makati City, 11 June 2026 – The Philippine Solar and Storage Energy Alliance (PSSEA) convened industry stakeholders for a roundtable discussion with the Department of Trade and Industry – Bureau of Philippine Standards (DTI-BPS) to review the proposed Department Administrative Order (DAO) on the certification and regulation of solar energy products.
The proposed DAO seeks to strengthen consumer protection by ensuring the safety and quality of solar panels, inverters, and batteries entering the Philippine market, while preventing the influx of substandard products and improving accountability across the supply chain.
During the discussion, DTI-BPS presented two certification pathways: the Philippine Standard (PS) Quality and Safety Mark License for products already certified by recognized international bodies, and the Import Commodity Clearance (ICC) process for products requiring local testing. The agency also emphasized that enforcement will focus on post-market surveillance, with accountability assigned to local importers for non-compliant products.
Industry representatives raised several recommendations for consideration, including exemptions for utility-scale projects, recognition of international certification standards, clearer distinctions between product defects and installation-related failures.
The consultation forms part of ongoing efforts to develop a regulatory framework that promotes consumer safety while supporting the continued growth of the country’s solar energy sector. Stakeholders are expected to submit their formal position papers and recommendations by 25 July 2026.
